초록/요약
본연구는 어떠한 지역에 3년내의 유사시설 사업이 없으며, 현장조사 원단위 자료를 지침에 따라 얻을 수 없는 사항이 발생시 3년초과된 문헌조사 자료를 이용, 사업의 수준을 검토할 수 있도록 3년초과 문헌원단위 자료를 보정하여, 현장조차원단위 처럼 사용하는 방법을 연구하였다. 연구방법은 3년초과된 문헌조사 원단위자료 3개를 금번년도 수준으로 증가시켜 이를 현장조차값과 비교하여 차이를 구한값을 오차보정값이라 한다. 이 오차보정값들을 가중평균과 산술평균을 내어 대안1과 2를 만들어 좀더 좋은방법을 모색할 수 있는 비교대상을 분류한다. 주변지역 유사시설 다른 사업의 문헌조사 원단위자료를 금번년도 수준으로 증가후 오차보정값을 더하여 만들어낸 문헌조사 원단위값 수준이 현황 원단위수준과 유사정도를 대안1(가중평균)과 2(산술편균)중 현황과 근접한 원단위 값을 찾아낸다. 가중평균과 산술평균의 방식중 현황원단위와 근접한 원단위가 나오는 방식으로 선택, 현황 조사자료와 비교하여 차이가 5%를 벗어나지 않는 수준이면 본 연구방법이 적합하다는 것을 보여준다. 본 연구에서는 가중평균방식으로 산정한 오차보정값이 현황 원단위조사값과 차이가 5% 이내로 나타났다. 이로서 가중평균방식으로 오차보정값을 이용하면 유사시설 3년초과 문헌조사자료도 현황조사자료처럼 사용할 수 있다는 결론이 나왔다. 비교대상의 부재로 현장조사를 할 수 없거나 유사시설의 3년초과 문헌자료 밖에 없을시에 오차보정값을 사용하도록 장려하며, 다른 원단위의 시설도 연구하도록 하여야 하겠다.

This study has conducted a research on methods to use documented unit requirement data that is more than 3 years old, in case field study unit requirement data cannot be obtained according to guideline,like a field study unit requirement by correcting the data in the documented data. The research method is to increase the values of three documented unit requirement data that are more than 3 years old to the current year level, compare them with the field study value and the difference obtained would be called the correction of error value. Calculate the weighted average and a numerical average values of these correction of error values,make alternatives 1 and 2 to categorize subjects of comparison that can search for a better method. The unit requirement value level obtained after increasing the value of the documented unit requirement data of another project of a similar facility in anearby areato currentyear standards,and adding the correction oferror value to it,should be compared with alternative 1(weighted average)and 2 (numericalaverage)to find the unitrequirement value closest to the status quo. Between weighted average and numerical average,the method that displays the closest unit requirement value with the current unit requirement value should be selected.If the difference does not exceed 5% when compared with current research data, it would prove that this research method is appropriate. In this research,the difference between the correction of error value calculated by the weighted average method,and the current unit requirement value was within 5%. Thus it was concluded that by using the correction of error value through the weighted average method,a documented research data that is more than 3 years old about a similar facility can be used like a current research material. If a field study cannot take place due to a lack of subject for comparison,or there are only documented data of more than 3 years old about a similar facility, the usage of the correction of error value is recommended,and facilities of other unit requirements should be studied.
