평가인증을 통과한 보육시설의 평가인증에 대한 만족도 및 개선방안 : 시설장, 보육교사, 학부모 중심으로

본 연구의 목적은 2005년도부터 실시된 평가인증을 통과한 안산시의 국공립, 법인, 민간, 가정시설의 시설장, 보육교사, 학부모들을 대상으로 평가인증에 대한 만족도와 개선점을 알아보는 것이다. 이와 같은 목적을 위해 다음과 같은 연구문제를 설정하였다. 1. 평가인증통과 시설의 시설장 및 보육교사들의 평가인증 준비과정은 어떠한가? 2. 평가인증통과 시설의 시설장 및 보육교사 학부모들의 평가인증제에 대한 만족도는 어떠한가? 3. 평가인증통과 시설의 시설장 및 보육교사와 학부모들의 평가인증제 영향 및 활용에 대한 인식은 어떠한가? 4. 평가인증제도의 개선점에 대한 시설장 및 보육교사의 인식은 어떠한가? 본 연구는 평가인증을 통과한 안산의 국공립, 법인, 민간, 가정보육시설 총 23개소에서 표집한 시설장 및 보육교사 179명, 학부모 388명을 대상으로 설문조사를 실시하였다. 연구방법으로는 수집된 자료를 SPSSWIN 12.0 프로그램을 사용하여 빈도분석, 교차분석, ANOVA분석, t-검증을 실시하였다. 본 연구의 결과는 다음과 같다. 첫째, 평가인증을 준비하기위한 자체점검과정에 있어 먼저 자체점검 기간의 적절성에 대해 대체적으로 시설장 및 보육교사는 주어진 자체점검기간이 적절했다고 나타났고, 참고 도움자료는 보육시설 평가인증 지침서가 많은 도움이 된 것으로 나타났다. 평가인증을 준비하는 동안 조력과정에 있어, 조력형태 유형은 “전문가 직접 조력”이 가장 많았으며 조력형태별 도움정도는 전문가 직접 조력이 가장 많이 도움이 된 것으로 나타났다. 둘째, 보육시설의 평가인증에 대한 시설장 및 보육교사와 학부모의 만족도나 인식 두 집단 간의 시설장 및 보육교사, 학부모들이 평가인증 이후 향상된 점이 있다고 하였으며, 보육시설의 전반적인 질 향상이 가장 높은 것으로 나타났고, 평가인증에 대한 시설장 및 보육교사와 학부모의 필요성 인식에 있어서는 시설장 및 보육교사의 경우는 어느 정도 필요하다고 나타났으며, 학부모의 경우는 매우 필요하다고 나타났다. 2008년도까지 모든 보육시설 대상 평가인증 실시에 대한 인식에 있어서도 시설장 및 보육교사의 경우는 찬성 정도이였으나 학부모의 경우는 매우 찬성하는 것으로 나타났다. 셋째, 보육시설의 평가인증 결과에 대한 영향이나 활용에 대한 시설장 및 보육교사와 학부모의 만족도나 인식, 두 집단 간의 차이에 있어 먼저 평가인증 결과의 활용 측면에서 시설장 및 보육교사 학부모 모두가 보육시설의 자율적인 질 관리에 평가결과를 활용하는 것이 적절하다는 인식이 가장 높았으며, 평가인증 통과 시 교사들의 취업과 재취업에 어느 정도 영향을 미치는 것으로 나타났고, 영향을 미치는 것으로는 “교사의 전문성향상”이 가장 큰 것으로 나타났다. 넷째, 평가인증 제도의 개선점에 대한 시설장 및 보육교사는 평가인증 통과시설의 종사자 처우개선이 가장 높았으며, 다음으로는 국가나 지방자체단체의 적극적 지원이 있어야 한다고 생각하는 것으로 나타났다. 이상의 결과를 종합해 볼 때 평가인증제는 보육시설의 질 향상과 더불어 보육시설의 시설장 및 보육교사 학부모들이 느끼는 만족도가 컸음을 시사하고 있다. 평가인증제의 효과적이고 발전적인 정착을 위해서는 보육시설의 종사자, 보육전문가, 법적제도를 통한 현장의 여러사항을 고려하여 적극적인 활용방안을 모색한다면 더욱 효과적인 보육시설의 질적 향상을 꾀할 수 있으리라 생각된다.

The Purpose of this study is to examine the satisfaction degree and reform of evaluation certification targeted for chiefs of national and public, corporational, personal, and familial facilities, daycare teachers and parents that have passed accrediting system in Ansan since 2005. The study matters for this aim are as follows. 1. How is the preparation procedure of evaluation certification for the chiefs and daycare teachers of facilities that have passed accrediting system? 2. How is the satisfaction degree of the chiefs and daycare teachers and parents for facilities that have passed accrediting system? 3. How is the recognition of the effect and application of facilities that have passed accrediting system to the chiefs and daycare teachers and parents for? 4. How is the recognition of chiefs and daycare teachers for the reform of accrediting system? This study has been aimed at 179 chiefs or daycare teachers and parents 388 of national and public, corporational, personal, and familial 23 facilities in Ansan and the questionnaire has been done. SPSSWIN 12.0 has been used to analyze and frequency analysis, ANOVA analysis, t-test have been utilized. The results of this study are as follows. First, the chiefs and daycare teachers have thought that the self check period is generally appropriate and the guideline of evaluation certification for daycare facilities among reference materials is very helpful. During preparation of evaluation certification, "experts' direct help" among many helps is the most and the most helpful. Second, the satisfaction and recognition degree of chiefs and parents about the evaluation certification of daycare facilities have been improved. Especially, the daycare facilities have generally improved. In addition, the recognition of necessity for the evaluation certification is needed in case of the chiefs, daycare teachers and that is needed a lot in case of parents. The chiefs and daycare teachers of facilities are favor of accrediting system fir all daycare facilities and the parents are much more favor of that. Third, in case of the satisfaction and recognition for the effect of and application of facilities and difference among two groups, both the chiefs or daycare teachers and parents have been thought the application of evaluation of results to manage the self-regulating quality is the most appropriate . Furthermore, the evaluation certification has an effect on the teachers employments and re-employments and "the improvement of teachers' expertise" is the most effective. Fourth, the improvement of labor conditions are the first reform and the second is positive support of national and local governments among the reform of evaluation certification. To sum up the results above, the quality improvement and the satisfaction of chiefs or teachers and parents of daycare facilities are huge. To settle the effective accrediting system and improve the quality of daycare facilities, the active application has to be concerned in various ways through the employers, daycare experts and legal system.
