초록/요약
본 연구는 국립박물관과 지역공립박물관이 협력하여 개최하는 순회전과 공동기 획전을 문화자원 공유형 전시로 개념화하고, 협력 과정에서 문화자원이 어떻게 공유·재구성되며 그 결과가 지역공립박물관의 역량과 관계, 후속 협력의 조건으 로 어떻게 환류되는지를 분석하는 데 목적이 있다. 이를 통해 국립·지역공립 박 물관 전시 협력의 역동과 지속가능성의 조건을 밝히고자 하였다. 오늘날 박물관 은 보존과 전시를 넘어 시민의 문화향유권을 보장하는 공공문화기관으로 역할을 확장하고 있다. 그러나 지역 주민과 가장 가까운 문화기반시설인 지역공립박물관 은 학예인력 부족과 시설 중심의 행정 구조, 기획 역량의 불균형 속에서 그 역할 을 충분히 수행하기 어려운 조건에 놓여 있으며, 이러한 상황에서 국립박물관과 의 협력 전시는 국립박물관의 문화자원이 지역에서 새롭게 활용되는 중요한 경로 가 된다. 본 연구에서 문화자원 공유형 전시는 국립박물관이 보유한 유형·무형의 문화 자원이 지역공립박물관과의 협력 과정을 통해 지역의 공간, 자료, 관람객, 교육 수요와 결합하며 전시·교육·관람 경험으로 재구성되는 전시 실천을 의미한다. 여기서 문화자원은 원본 유물이나 전시물에 한정되지 않고, 전시 서사와 디자인, 교육·디지털 콘텐츠, 조사 방법과 기획 경험, 학예인력 간 신뢰와 관계자본까지 포함한다. 따라서 문화자원 공유형 전시의 핵심은 무엇이 이동했는가가 아니라, 그 자원이 어떻게 공유·재구성되며 무엇으로 남는가에 있다. 연구 대상은 국립중앙박물관 「국보순회전」, 국립민속박물관 「K-museums 공 동기획전」, 국립한글박물관 「지역순회전」이다. 세 가지 사례는 모두 국립박물 관과 지역공립박물관의 협력으로 이루어졌지만, 공유되는 문화자원의 성격과 협 력 과정의 밀도, 지역공립박물관의 개입 방식, 환류 양상이 서로 다르다. 연구 방 법으로는 다중사례연구를 채택하여 정책·제도 문서와 사업·전시 자료를 검토하 고, 국립박물관 및 지역공립박물관 학예인력을 대상으로 한 반구조화 심층인터뷰 를 분석하였다. 분석 관점으로는 Ansell & Gash의 협력적 거버넌스 모형 중 협력 과정의 순환구조, 즉 대면 대화, 신뢰 구축, 과정 몰입, 공유된 이해, 중간 성과를 중심으로 활용하였고, Emerson 등의 협력 레짐과 환류 개념을 통해 협력의 결과 가 다음 협력의 조건으로 이어지는 과정을 살폈다. 세 가지 사례 모두 자원의 비대칭을 전제로 출발하지만, 그 비대칭이 협력 과 정에서 조정되는 방식은 사례별로 다르게 나타났다. 첫째, 「국보순회전」에서는 국보·보물급 원본 유물의 희소성과 보존·운송 조건 때문에 국립중앙박물관 중 심의 표준화된 운영 구조가 강하게 작동하였고, 전시콘텐츠의 핵심 구성에 대한 지역공립박물관의 개입은 제한적이었다. 그러나 지역공립박물관은 해설·교육· 홍보 및 학교 연계 프로그램을 통해 전시를 지역 관람객의 경험으로 확장시켰다. 이 과정에서 협력은 전시기획보다는 주로 운영과 지역적 매개 단계에서 부분적으 로 일어났다. 둘째, 「K-museums 공동기획전」은 협력 과정의 순환이 가장 밀도 있게 드러난 사례이다. 국립민속박물관은 지역색을 반영해야 한다는 공유된 이해 를 바탕으로 지역공립박물관의 기획안과 자료, 공간을 전시 생산 과정에 결합하 였고, 신뢰 구축과 과정 몰입이 전시 주제 설정부터 디자인과 도록 제작까지 전 과정에서 나타났다. 공유된 문화자원은 유물과 예산을 넘어 기획 방식, 디자인 역 량, 학예인력 네트워크와 관계자본으로 확장되었으며, 그 성과는 전시 종료 후에 도 후속 전시와 유물 수집, 기관장 인식 변화, 지속적 자문 관계로 환류되었다. 셋째, 국립한글박물관 「지역순회전」은 원본 유물의 이동보다 한글문화 콘텐츠 의 유연한 공유와 공간 맞춤형 재구성이 두드러지는 사례이다. 공유된 문화자원 은 복제품과 영상, 체험 요소, 공간 맞춤형 전시디자인으로 나타났고, 협력 과정 은 정형화된 절차보다 지역 공간과 관람객 조건, 지역 언어문화와의 접점을 조정 하는 과정에서 형성되었다. 이 경험은 지역공립박물관 학예인력에게 다음 전시를 스스로 기획하고자 하는 자신감과 실천 경험으로 남았다. 종합하면, 문화자원 공유형 전시에서의 협력은 전시기획 단계에만 머무르지 않 고 설치·운영·해설·교육·후속 활용에 이르는 여러 단계에서 상이한 형태로 나타나며, 공유되는 문화자원 또한 물리적 유물을 넘어 전시를 구축하는 방법과 언어, 관계자본까지 포괄한다. 세 가지 사례를 가로지르는 협력의 역동은 세 가지 로 확인되었다. 국립박물관 학예인력은 자원과 권한을 가진 위치에서 지역의 조 건을 듣고 조정의 여지를 여는 촉진적 리더십을 수행하였고, 지역공립박물관 학 예인력은 국립박물관의 문화자원을 지역의 공간과 관람객, 학교와 행정, 향토 자 료와 연결하는 매개자이자 재구성의 주체로 기능하였다. 그리고 공식 절차만으로 는 포착되지 않는 실무자 간의 신뢰와 상시적 연락, 상호 자문이 다음 협력의 조 건을 형성하는 관계자본으로 축적되었다. 다만 이 세 가지 역동은 담당 학예인력 의 이동과 개인의 헌신에 의존하는 취약성을 함께 지니며, 전시 협력이 협력적 거버넌스로 전환되기 위해서는 협력 경험의 제도화, 역량 축적의 양방향성, 협력 관계의 지속과 갱신이 함께 뒷받침되어야 한다. 본 연구의 의의는 다음과 같다. 첫째, 순회전과 공동기획전을 문화자원 공유형 전시라는 개념으로 묶어 박물관 협력을 문화자원의 공유와 재구성의 문제로 재정 의하였다. 둘째, 협력적 거버넌스 이론을 고정된 분석틀이 아니라 협력 과정과 환 류를 해석하는 개념적 관점으로 활용하여 박물관 협력 연구의 분석 가능성을 확 장하였다. 셋째, 지역공립박물관을 문화자원의 수혜자가 아니라 그것을 지역사회 안에서 해석하고 매개하는 핵심 주체로 위치 지었다. 이러한 결과는 전시 협력의 지속가능성이 공식 운영 체계만으로도, 실무자 간 관계자본만으로도 충분히 확보되지 않음을 보여준다. 지속가능한 협력을 구현하 려면 국립박물관의 제도적 조정과 지역공립박물관의 학예 역량이 뒷받침되어야 하며, 여기에 교육·디지털 콘텐츠의 후속 활용 구조, 그리고 학예인력 간의 신뢰 와 관계자본이 유기적으로 결합되어야 한다. 주제어: 문화자원 공유형 전시, 협력적 거버넌스, 지역공립박물관, 관계자본, 촉진적 리더십, 환류

This study conceptualizes the touring exhibitions and co-organized exhibitions jointly operated by national and regional public museums as “cultural resource–sharing exhibitions,” and analyzes how cultural resources are shared and reconfigured through the collaborative process, and how the outcomes feed back into the capacities, relationships, and conditions for subsequent collaboration among regional public museums. Today, museums are expanding their role beyond preservation and display toward becoming public cultural institutions that guarantee citizens’ right to cultural participation. Yet regional public museums, the cultural infrastructure closest to local residents, remain constrained by a shortage of curatorial staff, a facility-centered administrative structure, and an imbalance in planning capacity. Under these conditions, collaborative exhibitions with national museums become an important channel through which the cultural resources of national museums are newly activated in local settings. In this study, a cultural resource–sharing exhibition refers to an exhibition practice in which the tangible and intangible cultural resources held by national museums are reconfigured into exhibition, educational, and viewing experiences as they combine, through collaboration with regional public museums, with local spaces, materials, audiences, and educational needs. Here, cultural resources are not limited to original artifacts or exhibition objects; they also encompass exhibition narratives and design, educational and digital content, research methods and planning experience, and the trust and relational capital among curatorial staff. The core of a cultural resource–sharing exhibition therefore lies not in “what was moved” but in “how that resource is shared and reconfigured, and what remains.” The study examines three cases: the National Treasures Touring Exhibition of the National Museum of Korea, the K-museums Co-organized Exhibition of the National Folk Museum of Korea, and the regional touring exhibition of the National Hangeul Museum. Although all three are based on collaboration between national and regional public museums, they differ in the nature of the cultural resources shared, the density of the collaborative process, the modes of regional museums’ engagement, and the patterns of feedback. Methodologically, the study adopts a multiple-case study design, examining policy and institutional documents as well as project and exhibition materials, and analyzing semi-structured in-depth interviews with curatorial staff at both national and regional public museums. As an analytical lens, it draws primarily on the cyclical structure of the collaborative process in Ansell and Gash’s model of collaborative governance—face-to-face dialogue, trust-building, commitment to process, shared understanding, and intermediate outcomes—and employs Emerson et al.’s concepts of collaborative governance regimes and feedback to trace how the results of collaboration carry over into the conditions for subsequent collaboration. All three cases begin from an asymmetry of resources and authority, but the ways in which this asymmetry is mediated within the collaborative process differ across cases. First, in the National Treasures Touring Exhibition, the scarcity of original national-treasure and treasure-class artifacts and the conditions of their conservation and transport gave rise to a strongly standardized operating structure centered on the National Museum of Korea, and the regional museums’ involvement in the core composition of exhibition content was limited. Nonetheless, the regional public museums transformed the exhibition into an experience for local audiences through interpretation, education, publicity, and school linkages, and the collaborative process emerged partially at the stages of operation and local mediation rather than exhibition planning. Second, the K-museums Co-organized Exhibition is the case in which the cycle of the collaborative process appeared most densely. On the basis of a shared understanding that local character must be reflected, the National Folk Museum incorporated regional museums’ proposals, materials, and spaces into the exhibition production process, and trust-building and commitment to process appeared throughout, from setting the exhibition theme to design and catalogue production. The shared cultural resources extended beyond artifacts and budget to planning methods, design capacity, and curatorial networks and relational capital, and the outcomes were fed back, even after the exhibition closed, into subsequent exhibitions, artifact acquisition, shifts in institutional leaders’ perceptions, and ongoing advisory relationships. Third, the regional touring exhibition of the National Hangeul Museum is characterized less by the movement of original artifacts than by the flexible sharing of Hangeul cultural content and its space-tailored reconfiguration. The shared cultural resources took the form of replicas, video, hands-on elements, and space-specific exhibition design, and the collaborative process was formed through adjustments to local spatial and audience conditions and points of contact with local linguistic culture, rather than through standardized procedures. This experience remained with regional museum curators as confidence and practical experience for planning their own subsequent exhibitions. In sum, in cultural resource–sharing exhibitions, collaboration does not occur only at the planning stage but manifests in different ways across the stages of installation, operation, interpretation, education, and subsequent use, and the cultural resources shared extend beyond artifacts to the methods and language of making exhibitions and to relational capital. In this process, curators at regional public museums function not as mere recipients of national museums' cultural resources but as mediators and agents of reconfiguration who connect those resources to local conditions and transform them into new viewing experiences. The significance of this study is threefold. First, by grouping touring and co-organized exhibitions under the concept of the cultural resource–sharing exhibition, it redefines museum collaboration as a matter of the sharing and reconfiguration of cultural resources rather than of one-directional support. Second, by employing collaborative governance theory not as a fixed analytical framework but as a conceptual lens for interpreting the collaborative process and its feedback, it expands the analytical possibilities of research on museum collaboration. Third, it positions regional public museums not as beneficiaries of cultural resources but as key agents that interpret and mediate those resources within local communities. These findings show that the sustainability of cultural resource–sharing exhibitions is secured neither by formal operating systems alone nor by practitioners’ relational capital alone. Sustainable collaboration requires that the institutional coordination of national museums, the curatorial capacity of regional public museums, structures for the subsequent use of educational and digital content, and the trust and relational capital among curatorial staff be woven together.
