초록/요약
대중교통 활성화 정책은 자동차 이용을 대중교통으로 수단전환시켜 교통부문의 탄소배출을 줄이기 위한 주요 수단으로 논의되어 왔다. 그러나 기존 요금할인 정책은 이용자의 대중교통 이용을 유도할 수 있음에도 불구하고, 할인재원의 지속가능성과 운영자 수익성 문제를 동시에 해결하기 어렵다는 한계를 가진다. 특히 대중교통 운영자가 환급 또는 할인정책에 자발적으로 참여하기 위해서는 이용자에게 제공되는 혜택이 단순한 비용으로만 작용하지 않고, 수요 증가와 수익성 확보로 연결될 수 있어야 한다. 이에 본 연구는 대중교통 전환으로 발생하는 탄소저감성과를 탄소크레딧으로 가치화하고, 운영자가 일정 수준의 수익성을 확보하면서도 탄소크레딧의 일부를 이용자 환급재원으로 활용할 수 있는 인센티브 배분모형을 제시하고자 한다. 본 연구는 탄소크레딧을 외생적 보조금이 아니라 대중교통 전환효과에 의해 발생하는 내생적 재원으로 설정한다. 자동차 이용자가 대중교통으로 전환할 경우 발생하는 탄소저감성과를 크레딧으로 환산하고, 운영자는 이 중 일부를 이용자에게 환급하여 대중교통의 실질통행비용을 낮춘다. 이용자의 수단선택 변화는 다시 대중교통 수요, 운임수입, 추가 크레딧 발생, 운영자 수익성에 영향을 미친다. 따라서 본 연구의 분석체계는 탄소크레딧 발생, 이용자 환급, 수단전환, 운영자 수익성, 운영자 간 전략적 상호작용을 하나의 순환구조로 연결한다. 이를 위해 본 연구는 대중교통 운영자 간 경쟁구조를 설정하고, 각 운영자가 자신의 연수입을 극대화하도록 탄소크레딧 배분율을 선택하는 비협조 게임 모형을 구축하였다. 운영자별 최적반응을 반복적으로 계산하여 내쉬균형을 도출하였으며, 이 과정에서 이용자 환급액 변화가 수단선택확률과 수요에 미치는 영향을 반영하였다. 이용자 수단선택 반응은 다항로짓모형을 활용하여 추정하였고, 탄소크레딧 환급액은 이용자의 실질통행비용을 낮추는 요인으로 모형에 반영하였다. 분석결과, 본 연구에서 제안한 모형은 운영자가 탄소크레딧을 전부 보유하거나 전부 환급하는 방식이 아니라, 운영자 수익성과 이용자 환급효과가 동시에 고려되는 균형적 배분점을 도출할 수 있음을 보여주었다. 즉 탄소크레딧의 일부를 이용자에게 환급함으로써 대중교통 전환을 유도하고, 동시에 운영자는 운임수입과 크레딧 보유분을 고려하여 수익성을 확보할 수 있는 전략적 배분구조가 가능함을 확인하였다. 이는 탄소크레딧 기반 인센티브가 이용자와 운영자 중 한쪽의 부담으로만 작동하는 정책이 아니라, 수단전환에 따른 환경성과를 다시 교통시장 내부의 재원으로 환류시키는 구조로 활용될 수 있음을 의미한다. 본 연구의 의의는 대중교통 전환으로 발생하는 탄소저감성과를 운영자의 인센티브 배분전략과 이용자의 수단선택 반응에 연결했다는 점에 있다. 또한 이용자 수단선택 반응, 탄소크레딧 발생, 이용자 환급, 운영자 수익성, 운영자 간 전략적 상호작용을 하나의 분석체계로 통합했다는 점에서 기존 연구와 차별성을 가진다. 특히 본 연구는 운영자가 탄소크레딧을 전부 보유하거나 전부 환급 하는 단순 구조가 아니라, 수익성을 확보하면서도 이용자에게 실질적인 요금혜택을 제공할 수 있는 균형적 배분전략을 도출했다는 점에서 정책적 의미를 가진다. 본 연구는 향후 탄소크레딧 기반 대중교통 인센티브 정책과 운영자 배분전략을 설계하기 위한 정책지원모형으로 활용될 수 있다.

Public transport promotion policies have been widely discussed as a key strategy for reducing carbon emissions in the transport sector by shifting travel demand from private cars to public transport. However, conventional fare discount policies face limitations in simultaneously addressing the sustainability of discount funding and the profitability of public transport operators. For operators to voluntarily participate in reimbursement or discount policies, user benefits should not function merely as a cost burden but should also be linked to increased demand and revenue stability. In this context, this study proposes a carbon credit incentive allocation model that monetizes carbon reduction benefits generated by modal shifts to public transport and enables operators to use part of the carbon credits as a reimbursement resource for users while maintaining a certain level of profitability. This study treats carbon credits not as an exogenous subsidy but as an endogenous financial resource generated by modal shifts to public transport. When car users shift to public transport, the resulting carbon reduction benefits are converted into carbon credits, and operators allocate part of these credits to users as reimbursements to reduce the effective travel cost of public transport. Changes in users’ mode choice then affect public transport demand, fare revenue, additional carbon credit generation, and operator profitability. Therefore, the analytical framework of this study links carbon credit generation, user reimbursement, modal shift, operator profitability, and strategic interactions among operators within a single feedback structure. To develop this framework, this study establishes a competitive structure among public transport operators and constructs a non-cooperative game model in which each operator chooses a carbon credit allocation rate to maximize its annual revenue. The Nash equilibrium is derived by iteratively calculating each operator’s best response, while changes in user reimbursement are reflected in mode choice probabilities and demand. Users’ mode choice responses are estimated using a multinomial logit model, and carbon credit reimbursements are incorporated into the model as a factor that reduces users’ effective travel costs. The results show that the proposed model can derive an equilibrium allocation point that considers both operator profitability and user reimbursement effects, rather than assuming that operators either retain all carbon credits or fully reimburse them to users. By allocating part of the carbon credits to users, operators can induce modal shifts to public transport while securing profitability through fare revenue and retained carbon credits. This indicates that carbon credit-based incentives can function not as a one-sided burden on either users or operators, but as a mechanism that recirculates environmental benefits generated by modal shifts into the transport market. The contribution of this study lies in linking carbon reduction benefits from modal shifts to public transport with operators’ incentive allocation strategies and users’ mode choice responses. This study also differs from previous research by integrating user mode choice responses, carbon credit generation, user reimbursement, operator profitability, and strategic interactions among operators into a single analytical framework. In particular, the study has policy significance in that it derives an equilibrium allocation strategy that enables operators to provide tangible fare benefits to users while maintaining profitability, rather than adopting a simple structure in which carbon credits are either fully retained or fully reimbursed. The proposed model can be used as a policy-support tool for designing carbon credit-based public transport incentive policies and operator allocation strategies.
