초록/요약
정보보호 침해사고가 대규모화·지능화됨에 따라 기술적 방어와 제도적 인증만으로는 사고 피해를 최소화하는 데 한계가 있으며, 사고 발생 이후 정보주체가 심리적 안정을 회복하고 능동적으로 보안 행동을 실천하는 '정보보호 회복탄력성'의 중요성이 대두되고 있다. 그러나 기존 연구는 주로 조직·기술 관점의 복원력에 편중되어 있어, 정보주체 개인의 거버넌스 신뢰가 회복탄력성에 미치는 영향에 대한 실증적 연구는 부족한 실정이다. 이에 본 연구는 거버넌스 신뢰가 정보주체의 심리적 회복탄력성과 행동적 회복탄력성에 미치는 영향을 분석하고, 심리적 회복탄력성의 매개 효과를 검증하고자 하였다. 본 연구는 한국인터넷진흥원의 2024년 정보보호 실태조사 원시데이터（N=4,000）를 활용하였으며, 성별, 연령, 학력, 소득수준, 직업 유무, 침해 사고 경험을 통제변수로 설정하여 위계적 다중회귀분석과 부트스트래핑 기반 매개효과 분석을 실시하였다. 분석 결과, 거버넌스 신뢰는 심리적 회복탄력성에 유의미한 정（+）의 영향을 미치는 것으로 나타났으며（H1 채택）, 행동적 회복탄력성에도 유의미한 정（+）의 직접 효과가 확인되었다（H3 채택）. 반면, 심리적 회복탄력성은 행동적 회복탄력성에 유의미한 영향을 미치지 못하였고（H2 기각）, 심리적 회복탄력성의 매개효과 또한 유의하지 않은 것으로 나타났다（H4 기각）. 이러한 결과는 거버넌스 신뢰가 정보주체의 심리적 안전감을 높이는 데는 효과적이나, 이것이 자동적으로 보안 행동으로 전이되지는 않으며, 거버넌스 신뢰가 심리적 경로를 우회하여 보안 행동에 직접적으로 작용하는 경로가 존재함을 시사한다. 학술적으로는 정보보호 회복탄력성을 심리적 차원과 행동적 차원으로 구분하여 거버넌스 신뢰와의 구조적 관계를 실증한 탐색적 연구로서 의의를 가지며, 정책적으로는 정보주체의 신뢰 회복을 위한 거버넌스 차원의 관리 방안 수립에 기여할 수 있다.

As information security breaches become increasingly large-scale and sophisticated, relying solely on technical defenses and institutional certifications has proven insufficient to minimize damage. Consequently, the concept of 'information security resilience'—the ability of data subjects to recover psychological stability and actively engage in secure behaviors after a security incident—has gained significant attention. However, previous research has predominantly focused on resilience from organizational and technical perspectives, with limited empirical studies on how an data subject's governance trust affects their resilience. To address this gap, this study examines the impact of governance trust on the psychological and behavioral resilience of data subjects, and verifies the mediating effect of psychological resilience. This study analyzed microdata from the 2024 Survey on Information Security conducted by the Korea Internet ＆ Security Agency （KISA） （N=4,000）. Hierarchical multiple regression and bootstrapping-based mediation analyses were conducted, with gender, age, education level, income level, employment status, and prior experience of security breaches included as control variables. The analysis revealed that governance trust had a significant positive effect on psychological resilience （H1 supported） and a significant direct positive effect on behavioral resilience （H3 supported）. In contrast, psychological resilience dhad no significant effect on behavioral resilience （H2 rejected）, and the mediating effect of psychological resilience was also found to be non-significant （H4 rejected）. These findings suggest that while governance trust is effective in enhancing the psychological safety of data subjects, it does not automatically translate into secure behaviors. Rather, governance trust appears to influence security behavior through a direct pathway, bypassing the psychological route. Theoretically, this study contributes to the literature by categorizing information security resilience into psychological and behavioral dimensions and empirically examining their structural relationship with governance trust. From a policy perspective, the findings inform the development of governance-level strategies for restoring data subjects' trust.
