초록/요약
This master's thesis is devoted to the analysis of the complex and multifaceted impact of Koshtepa canal in Afghanistan on water scarcity in Uzbekistan and also it’s socio- economic life, ecological situation. In recent decades, climate warming, changes in precipitation patterns, a steady increase in air temperature, rapid melting of glaciers, and a decrease in transboundary water flows have seriously threatened Uzbekistan's water security. In particular, the risks of drought in the region are increasing year by year, negatively affecting agriculture, drinking water supply, and environmental sustainability. While climate change is the biggest cause, there is another reason that today threatens Uzbekistan's future water resources. This is the Koshtepa Canal in Afghanistan. The construction of which began in 2022 by the Taliban, the government of Afghanistan, which is not yet recognized by the international community, and with a total length of 285 kilometers, this canal takes its main source of water from the Amu river. This poses a serious threat to the water resources of the countries located in the riverbed - Uzbekistan and Turkmenistan. The study examines the serious threat that the construction of this canal poses to the social, economic and agro-industry of Uzbekistan in the future, and examines the problems associated with the construction of the canal, Uzbekistan's position on the construction of this canal, and the weaknesses of international cooperation in the construction of the canal in general. The study used a comprehensive analytical approach based on scientific articles and recent reports of international organizations, including the UN, the World Bank and the Green Climate Fund and interviews with experts. The main goal of the dissertation is to fairly assess the negative impact of the Koshtepa Canal on the socio-economical and ecological life, also water resources of Uzbekistan and find ways to properly use water in this current situation, as well as to study the weaknesses of international cooperation in the construction of the canal and find solutions to them. The results of the study will serve to develop practical solutions aimed at ensuring water security in the context of climate change, strengthening the ecological sustainability of Uzbekistan, and developing regional water diplomacy. Key words: Taliban’s Koshtepa canal, Central Asia, Amu river, Syr rivers, international cooperation, transboundry issues, water diplomacy.
