초록/요약
Abstract The Youths unemployment is a part of disadvantaged people who has problem or vulnerable to the impact of poverty in Timor-Leste. In real life the youth unemployment is less able to play an active role in accessing the education, jobs and health condition. In Timor-Leste the Government consider that Youths are important key to achieving sustainable development. The unemployment issue in Timor-Leste created poverty in the country because many people specially the youths are very difficult to get the jobs. To overcome this problem, the government took various ways such as sending young workers abroad, providing loans with low interest rates to youth who wanted to run businesses. Apart from the government Civil society organization have an important role to play in caring out the social problems in the community like Youths unemployment and poverty in Timor-Leste. Government established about National Strategic of Social Protection (ENPS 2022 to 2030) through Ministry of Social Solidarity and inclusion. The objectives of National Strategic of Social Protection (ENPS 2022 to 2030) are eradicating poverty in Timor-Leste, to review the social security of the workers and to strength institutional development. Author also use Resources Mobilization theory to describe Youth unemployment and poverty in Timor-Leste that Human Resources, material resources, moral resources, cultural resources and community group resources. This research is field research with a qualitative approach, namely by direct observation to the location which is the main subject of research, that conducted by some organisation. The author secondary data of Government agencies and NGOs related with Unemployment and poverty issues in Timor-Leste. Keywords: the impact of youth, unemployment, poverty, TimorLeste
