STRENGTHENING CIVIL SOCIETY ORGANIZATIONS’ PARTICIPATION IN THE PROTECTION OF DEMOCRACY AND CIVIL RIGHTS : CASE OF MONGOLIA

The purpose of this research is to examine Mongolian CSOs' participation in the protection of democracy and civil rights, to identify key challenges that CSOs face in the field, particularly in the last three years, and to make recommendations to strengthen civil society participation in the protection of democracy. The democracy of Mongolia, which was formerly seen as an oasis of democracy in Asia, is becoming eroding recently. Up to date, political rights and civil liberties were solidly established. But the most recent studies indicate that Mongolia's lack of freedom of expression is a concerning issue. The COVID-19 peak years saw a substantial decrease in democracy scores, and the coronavirus epidemic has resulted in new limitations on political and civil rights in a number of countries, including Mongolia. When democracy is threatened, the role and participation of civil society organizations becomes even more important. It started by the State of Democracy in Mongolia, desk study of IDEA (2005), that Mongolia had a strong civil society and substantial, influential non-governmental groups. Since then, Civil Society’s contribution to Mongolian democracy is remarkable. However, However, CSOs in Mongolia have played important roles since the transition to democracy, but there has been no progress in creating a favorable legal, financing, and social support environment for civil society organizations to operate effectively and independently until today. It affects CSOs' operation and sustainability. In order to protect democracy and civil rights, have Mongolian CSOs created an equal partnership with the government in the past three decades, and what challenges have CSOs had in working with eighteen different GoM since 1990? To achieve my objectives, I chose to use a qualitative approach which includes key-informed-interviews with civil society organizations (with pre-prepared questions) and desk study for my thesis research.
