도시 공간정보 기반 노상 주차시설 공급 및 운영의 사회적 비용 추정
Estimating social costs of provision and operation of on-street parking spaces using urban spatial information systems

The supply-oriented parking policy to solve the parking problem in downtown due to increasing number of passenger cars. Despite of supplying the facilities of transportaion, railroad, metro and etc. it causes contiuous problems in transport system. Currently, parking facilities in Korea are supplied in the form of parking space in structure, off-street parking and on-street parking. The area of parking facilities is about 92 times of Yeouido. In the case of Seoul, 18 times the area of Yeouido is used as a parking facility. Although the large scale of the land is used as a parking facility, consideration of social costs caused by the parking facility is being provided at a free rate. In this study, the social cost for street parking facilities was estimated by dividing it into private costs and external costs. The social cost of street parking facilities for 30 years was analyzed to be 1.55 trillion won per year when considering income, and 1.67 trillion won per year except considering income. The social cost of the estimated street parking facility is higher than the private cost, so it is necessary to examine the internalization of the social cost, but it is considered that there are practical limitations in imposing the estimated social costs as taxes and fees. Accordingly, we should improve the usage fee by applying the rental fee of the Shared Property and Goods Management Act to the opportunity cost for land with the minimum policy. In the case of the priority parking fee for residents who are currently operating at the same rate (40,000won) for all autonomous districts, it is judged that there is a need to apply differentially to each autonomous district. In this study, a methodology for estimating the social cost of a road parking facility was established and applied to the case of Seoul.. Therefore, it is expected to contribute to objectively reviewing the feasibility of policy evaluation or facility investment related to parking facilities.

승용차로 인한 도심지의 주차문제를 해결하기 위한 공급위주의 주차정책 시행은 승용차의 증가를 유도하는 역할을 하였으며, 이것을 도로시설, 철도 등의 공급에도 교통문제가 지속적으로 발생하는 주된 원인이라 할 수 있다. 현재 우리나라의 주차시설은 부설, 노외, 노상의 형태로 공급되고 있다. 전국에는 여의도의 약 92배, 서울특별시는 여의도의 18배에 달하는 공간을 주차시설로 사용하고 있다. 이렇게 국토의 넓은 면적을 주차시설로 사용하고 있으나, 주차시설이 유발하는 사회적 비용은 크게 고려되지 않고 무료 수준의 요금으로 공급되고 있다. 본 연구에서는 지방자치단체에서 낮은 사업비로 쉽게 공급하고 있는 노상 주차시설에 대한 사회적 비용(Social Cost)을 사적 비용과 외부적 비용으로 구분하여 추정하였다. 30년간 노상 주차시설의 사회적 비용은 수입을 고려할 경우 25조 2,701억원(연간 1조 5,514억원), 수입을 고려하지 않을 경우 26조 2,636억원(연간 1조 6,124억원)으로 분석되었다. 추정된 노상 주차시설의 사회적 비용이 사적비용보다 높은 수준이므로 외부적 비용의 내부화에 대한 검토가 필요하나, 현재 추정된 모든 사회적 비용을 세금, 요금 등으로 부과하는 것에는 현실적인 한계가 있을 것으로 판단된다. 이에 따라서 최소한의 정책 방안으로 토지에 대한 기회비용에 공유재산 및 물품 관리법을 적용한 거주자 우선 주차시설의 이용요금 개선방안을 제시하였다. 본 연구에서는 노상 주차시설의 사회적 비용을 추정하는 방법론을 정립하고, 사례를 적용하여 제시하였다. 이에 주차시설과 관련된 정책개선과 시설투자사업의 타당성을 객관적으로 검토하는데 기여할 것으로 판단된다.
