ENVIRONMENTAL PROTECTION AND DEVELOPMENT : the best time for substantial action for environmental protection in Cameroon

Though many studies have been carried out on the relationship between environmental protection and development both in the developed and developing countries since growing concerns about environmental degradation began in the 1970s. Little has covered the best timing for environmental protection in the course of development. This study with two basic research questions relating to the timing of environmental concerns. 1. Should environmental protection be integrated in the development process? 2. At what stage of development should environment protection be considered? In trying to provide solutions to these research questions, a case study approach is used. Some developmental projects including the Lom Pangar Hydropower plant, the Herakles Farms (SG SOC) and the Kribi Deep Sea port project are examined and analyzed for their environmental implications. These are all ongoing projects in Cameroon termed ‘great projects’ under its Vision 2035 to become an emerging country. Also a brief review of some environmental challenges facing Cameroon is done here. Some applicable theories in this study include Environmental Kuznets Curve Theory and the Democratic and Environmental Theory. From examining and analyzing these projects and the environmental challenges, it is indicative that economic development is good for environmental protection especially when economic growth is achieved first. This means environmental concerns should receive much attention at the last stage of development that is stage of mass consumption. Therefore, concluding that the best means to boost environmental protection is promoting economic growth and development.
