초록/요약
기업의 전반적인 관리 능력 향상을 위한 평가 모델로써 기존에 미국의 MBNQA, 일본의 데밍상, 우리나라의 품질경영대상, 생산성본부의 기업 진단도구 모델 등 여러 가지 평가 모델들이 개발 되어 있다. 하지만 이러한 평가 모델은 자가 평가를 위한 것이라기보다는 경영품질을 측정하고자 하는데 의의가 있으며, 전문가를 통한 평가방식이기에 중소기업에서 스스로 평가 하는 데에는 한계를 가지고 있다. 위와 같은 여러 가지 평가모델 중 신고상은 현장을 중시하는 사상에서 나온 평가 방법으로써 생산성 및 사람 중심으로 중소기업의 전반적인 관리 현황을 평가하기 적합한 평가 모델이다. 하지만, 우리나라엔 현재까지 도입이 되지 않고 있다. 이와 같은 원인을 찾기 위하여 평가 항목을 분석 하였고, 적용 가능성을 파악하기 위하여 실제 기업을 통한 사례 연구를 진행 하여 문제점을 도출 하였다. 또한, 객관성에 대한 보장을 위하여 위의 도출된 문제점과 신고 모델의 각 항목을 전문가와 분석하여 개선사항들을 도출해 내었으며, 도출된 문제점들은 다음과 같다. 첫째, 신고 모델은 요구사항 형태로 평가 수준이 없어 평가가 어렵다. 둘째, 원칙 기반 프로세스를 요구하고 있지만 툴 기반, 프로세스 기반 시스템이 갖추어져 있지 않은 중소기업에게는 평가가 비효율적이다. 셋째, 평가 기준이 없어 객관적 평가가 어렵다. 이를 보완하기 위하여 평가 수준을 만들었고, 피 평가자들의 지나친 주관성에 의존하는 항목들은 개략적인 평가 기준을 추가 하여 피 평가자들의 객관적인 평가를 유도 하였다. 또한, 객관적 평가를 위한 평가 관점을 만들어 피 평가자들로 하여금 객관적인 평가를 할 수 있도록 하였으며 평가 후 개선 방향을 찾을 수 있도록 개선하였다. 이에 본 연구의 평가 모델은 중소기업의 전반적인 생산성 관리 현황을 평가를 함으로써, 중소기업의 개선의 기초를 만드는 데에 많은 도움을 줄 것이다.

A lot of assessment models had been developed such as MBNQA of US, Deming prize of Japan, Global Standard Management Awards of Korea, Business Assessment Model of Korea Productivity Center to evaluate the current state of business enterprises. These models are, however, complex and enormous since those are intended for assessment of management quality. Shingo prize is proposed to evaluate overall management state of small and medium enterprises focusing on the productivity and employees. Assessment emphasis lies in the actual working practices and environment. However, it has never been introduced in Korea to the present. This thesis analyzed assessment items and identified some weaknesses of this model through a case study of small business enterprises. Also, some improvement points are suggested through analyzing deduced problems and experts opinions to ensure the objectivity of this model. Deduced problems are as follows. First, Shingo model is difficult to assess as it is in the requirement form. Second, since it is a kind of principle-based model, it may be inefficient for small and medium enterprise which needs sufficiently organized tool-based and process-based practices. Third, it is hard to have an objective assessment scheme since there is no assessment criteria of the model. A new assessment model for practical self-assessment focused on the overall productivity management is proposed by overcoming those shortcomings. We made appraisal levels. Criteria for each assessment items are supplemented. A case study is also given. The proposed assessment model may be used effectively to build the foundation of improvements for small and medium business.
