초록/요약
요 약 문 국내 중고자동차 수출대수는 2012년 37만 여대에서 2015년도는 21만 여대로 매년 감소하였다. 중고자동차 수출 감소 원인은 국내 중고자동차 신뢰성의 하락이 큰 요인의 하나이다. 자동차검사 없이 외관상태만 의존하여 거래가 이루어지고, 이를 틈탄 중고자동차 밀수출로 수입국의 교통안전 위협받고 대기오염의 증가 등 여러 문제점이 발생하고 있다. 수입국에서는 중고자동차 선적 전에 차량의 안전과 배출가스를 확인하는 검사 절차를 요청하고 있는 실정이나 현재 이러한 절차가 수립되어 있지 않다. 본 연구에서 제시한 수출검사 절차는 다음의 내용을 포함한다. 중고자동차 수출검사 절차 수립은 첫째, 수출검사 상위법인 자동차 관리법 개정이 우선 되어야 한다. 둘째, 검사대행자의 중고자동차 수출에 필요한 수출검사 항목 개발과 셋째, 수출검사로 인한 부적합차량의 관리 시스템 개발, 넷째, 세관 및 관할관청의 수출검사 Flow를 수립하여 적용해야 한다. 이러한 부분은 반영하여 수출검사 절차를 수립하여 제시하였다. 본 연구에서 제시된 수출검사 절차의 계량적 효과를 추정한 결과, 중고차량이 국내에서 운행된다는 가정 하에 안전편익 141억, 환경개선 편익 161억, 도난차량 예방편익 310억, 총 사회적 편익이 612억 원이 발생하는 것으로 추정되었다. 또한, 개발도상국 중 미얀마 교통사고 발생 확률을 구했더니 2.45%로 국내 교통사고 확률 1.11%보다 2배 이상 높고, 교통사고 사망률은 28.4%로 국내 교통사고 사망률 2.1%보다 13배 이상 높게 나타나 이러한 절차를 적용 시 발생하는 효과가 매우 클 것으로 예측된다. 따라서 중고자동차 수출검사 절차의 도입은 수입국, 수출국 모두 유익한 제도이고, 국가 간 중고자동차 거래의 신뢰성을 높이고, 중고자동차 수출 증가에 도움이 될 수 있다고 생각된다.

Abstract The number of domestic used car exports has decreased annually from 370,000 in 2012 to 210,000 in 2015. One of the major reasons for the decline in used car exports is the reliability of domestic used car. There are many problems such as traffic accidents and air pollution in importing countries due to the unqualified used cars. Importing countries are asking for inspection procedures to check the safety and emissions of vehicles, but these procedures are currently not established. The export inspection procedure presented in this study includes the following contents. First, The Automobile Management Act should be revised. Second, the development of export inspection items needed for the exporters of used cars. Third, development of management system of unqualified vehicle from export inspection. Fourth, export inspection flow establishment of customs and public office should be applied. The quantitative effects of the export inspection procedure presented in this study is estimated. Based on the assumption that the used car is operated in Korea, the following benefit were estimated: safety benefit \141 billion, environmental improvement benefit \161 billion, stolen vehicle prevention benefit \310 billion. In addition the probability of a traffic accident in Myanmar is 2.45%, which is more than twice the rate of Korean traffic accidents (1.11%). The rate of traffic fatalities (28.4%) is 13 times higher than the rate of Korean traffic fatalities (2.1%). Thus, it is expected that the effect of applying these procedures will be very large. The introduction of the inspection procedure for used car export is beneficial for both the importing and exporting countries, and it is believed that it will help increase the credibility of used car trade between countries.
