NATURAL RESOURCE NEGLECT AND ECONOMIC DEVELOPMENT : FOCUS ON NIGERIA'S COAL

ABSTRACT This study examines the relationship between natural resource (coal) neglect and economic development in Nigeria. It argues that coal neglect contributes to poor economic development in the country. The work also argues that if the government develops effective policy that will revitalized the sector, it will significantly improve the abysmal energy condition in Nigeria, create massive employment to teeming unemployed population, attract a lot of investment (both local and foreign) and serve as source of raw material to many industries and unlock massive production capacity even now the country is still suffering from the negative effect of fall in oil price. Nigeria’s economy is highly dependent on oil. As the 6th largest oil producer in the world, oil contributes about 90% of the Nigeria’s foreign earnings and 40% of the GDP. The presence of oil has led to the neglect of other natural resources and sectors of the economy. Now the oil price has been falling since 2014 without any sign of recovery, it is imperative for the government to explore the potentials of other sectors of the economy. In this light, this work attempts to draw the attention of the government to the coal sector which was driving other sectors of the economy like the Railway Industry, Nigerian Cement Industry, Nigerian Electricity Industry, etc. before the discovery of oil The major preoccupation of this study which makes it unique from most of the literatures on natural resource (neglect) and economic development is that it does not support extraction of coal for export or importation of coal for domestic consumption rather it focuses on tapping the potentials of this resource for domestic consumption. The work examines failed government policy efforts aimed at revitalizing the coal sector and discovered that there has not been any concrete unilateral effort of government (implementation inclusive) which has been targeted at reviving the coal industry. It therefore suggested some policy actions that will help the government revitalize the sector for a sustainable economy. A survey method of data collection and analysis was also used
