초록/요약
우리 군은 다양한 국방정보체계를 활용하여 임무를 수행하고 있으나 그로 인해 관련된 개발 및 유지보수 사업의 관리요소가 증가하였고 이러한 추세에 따라 감리의 필요성과 중요성에 대한 인식이 커지고 있다. 국방부는 1996년부터 정보체계 개발 및 운영과 관련하여 나름의 기준과 지침을 기반으로 군 내·외부 감리를 시행하였고 2007년부터는 국가차원의 법률이 시행됨에 따라 법에서 정하는 정보시스템 감리기준과 지침을 준용하여 정보체계 개발 사업에 대한 감리를 외부감리 위주로 시행해 오고 있다. 그러나 국방부문은 여타 공공부문과 달리 국방부만의 특수성이 존재함에도 환경적인 고려 없이 국가에서 정하는 제도를 일률적으로 적용함에 따라, 감리 시행과 관련하여 여러 가지 한계점을 안고 있는 실정이다. 또한 이와 관련된 선행연구들이 각 기관별로 존재하였지만, 감리에 대한 조직이나 인원 또는 제도적인 요인들에 대한 연구만 존재하였을 뿐 실제 국방정보체계에 맞는 감리 항목에 대한 연구는 부족한 실정이다. 이에 본 연구에서는 ITSM(Information Technology Service Management)을 활용하여 국방정보체계에 대한 실제적인 감리 점검지표를 제시하고자 한다. 연구의 방법으로, 국제 프로세스모델 ITIL V3(Information Technology Infrastructure Library V3)의 Good Practices와 한국정보화진흥원의 감리기본점검표를 참조하여 국방 IT환경 및 ITSM 실정에 맞는 효율적인 감리항목을 토대로 연구모델을 제시하고 국방정보체계 정책수립, 개발 및 유지보수 등 국방사업에 종사하는 관련 전문가들의 의견을 반영하여 연구모델을 검증함으로써 관련 분야 연구의 선례를 제시하였다.

Republic of Korea Army performs their duties by utilizing various Military information systems. However, the management element of its maintenance business and related development has increased and these trends require further attention on the importance and awareness of audit. Since 1996, the Ministry of National Defense implemented internal and external audits that are dependent on the criterion and guidelines in relation to the development and operating information system. As of 2007, the law has been implemented on a national level and External audit has been enforced with applied criterions and guidelines of information system development business since. Currently, although the national defense sector has characteristics which require specialized criterions unlike other public sectors, applying the unified system, regardless of its conditions set by the nation, is causing various problems in relations to audit implementation. Also, although precedent studies exist per each organization, these studies were only limited to groups or persons of audit or system factors which were still not specialized enough for the criterion of Military information system. Thus, this study suggests application of Control Variable for Military information system by utilizing ITSM (Information Technology Service Management). As a method of study, the Good practices of model ITIL V3(Information Technology infrastructure Library V3) and Control Variables from National Information Society Agency (NIA) were referenced for formulating a study model based on efficient and practical audit criterion that is appropriate for national defense IT environment and ITSM circumstances. These were verified by experts in Military information system policy establishment, development and maintenance etc. related to national defense.
