소프트파워에 대한 최근 중국 학계의 논쟁: 개념적 분석

1980년대 개혁개방 이후 중국은 자국의 발전을 효과적으로 추진하기 위해 도광양회(韬光養晦)를 선언하고 중국의 성장을 위협으로 느끼고 우려하는 국가들에 확산해 있는 '중국 위협론'을 종식시키기 위해 화평굴기(和平崛起)와 화평발전론(和平發展論)을 주장하는 노력을 보여 왔다. 지난 90년대 '소프트 파워'란 개념이 제기된 후 중국은 제17차 전국인민대표대회(全國人民代表大會)에서 소프트파워를 미래 국내외 정책 발전의 방침으로 공식화 시켰다. 국제사회가 중국 소프트파워에 대한 관심이 점점 커져서 각 나라의 학자들이 중국 소프트파워 전략에 대해 많은 연구를 수행했다. 이 논문은 학계에 세 가지 기여를 할 수 있을 것으로 기대된다. 첫째, 중국 공산당, 정부, 연구소의 공식 문건 및 발표 논문을 검토하여 중국적 관점에서 소프트파워의 개념 및 관련 용어들을 정리한다. 둘째, 소프트파워 이론의 발전 과정에서 제출된 다양한 정의들을 평가할 수 있는 기준과 지표를 마련하기 위해 학자들의 주장을 비교한다. 셋째, 소프트 파워 논쟁이 가지는 정책적 함의를 도출하기 위해 소프트 파워와 하드 파워와의 관계를 중시하는 논의를 검토할 것이다.
