건설 초기단계에 프로젝트 특성을 고려한 최적 공사 관리기법 선정 방안 : - 성과제고 중심으로-

건설 산업에서는 건설 프로젝트의 관리에 대한 어려움이 높아짐에 따라 이러한 문제점을 해결할 수 있는 대안으로 프로젝트 성과관리의 중요성이 부각되고 있다. 따라서 건설기업은 프로젝트를 성공으로 이끌기 위한 성과관리를 위해 이전 프로젝트의 수행 경험에서 축적된 실적 자료를 활용할 필요가 있다. 프로젝트의 성과측정 자료를 바탕으로 성공에 원인이 되는 요소를 찾아 추후 수행될 프로젝트에서는 이를 반영할 수 있는 체계를 구축해야 하며, 이를 통해 건설 프로젝트의 성과를 제고할 수 있는 관리 전략을 우수한 프로젝트의 벤치마킹을 통하여 효율적으로 도출해야 한다. 하지만, 국내 건설 프로젝트 성과관리는 프로젝트 성과관리 체계 개발과 적용이 미흡하여 스스로의 수준을 파악하기 힘들고, 이에 따라서 문제가 있다고 판단되는 성과와 원인을 찾고 예측하는 것이 어려운 실정이다. 또한 우수한 건설 프로젝트를 벤치마킹 하여 성과를 제고하기 위한 적합한 정보 제공이 힘들다. 따라서 프로젝트 관리자가 관리 전략을 수립함에 있어서 경험에 의존하며, 전략적으로 의사결정하기에 비효율적인 문제점이 있다. 그리고 프로젝트 성공에 영향을 미치는 요소들이 시공자의 노력에 따른 개선여부가 고려되지 않고 혼재 되어있어서 성과관리 요소로 성공요소를 적용하기 힘들다는 문제점을 가진다. 본 연구는 건설 프로젝트의 성공에 영향을 미치는 요소를 성과관리 요소로 적용하기 위해 시공자 노력에 의한 개선여부에 따라 분류하고 적용하였다. 그리고 건설 초기단계에서 시공자의 노력으로 개선 불가능한 성과관리 요소인 프로젝트 특성을 고려한 성과를 예측하기 위해, 프로젝트 특성이 성과에 미치는 영향을 성과 난이도로 도출하여 예측하였다. 또한 예측된 성과를 제고하기 위해 시공자의 노력으로 개선 가능한 최적 공사 관리기법(Best Practices)을 성과와의 상관관계 분석을 통하여 성과 영역 별로 유효한 최적 공사관리기법을 선정하는 방안을 연구하였다. 이에 따라서 건설 초기단계에 프로젝트 특성을 고려한 성과를 예측하여, 향후 예상되는 성과 영역의 문제점을 스스로 파악할 수 있었고, 파악된 문제점에 대응하기 위한 프로젝트 관리 전략을 수립할 때 벤치마킹의 정보로써 상관관계가 규명된 최적 공사 관리기법을 제시할 수 있었다. 따라서 프로젝트 특성에 따른 개략적인 성과를 파악하여, 이를 개선하기 위한 공사 관리기법을 선정함으로써 효율적인 성과관리 전략을 건설 초기단계에서 수립할 수 있을 것이다.

The importance of project performance management as an alternative for solving problems is rising, which are followed by the hardships of managing construction project in the construction industry. Therefore, construction company is required to utilize accumulated source of performance data from the prior project's performance experience, in order to implement performance management leading to the success of the project. One must find the factor of success based on the project's performance measurement data, and form a system which will reflect such aspect in the upcoming performed project. Also, through this means, a management strategy which will improve the construction project performance. should be drawn out effectively from a superb project's bench marking. However, domestic construction project performance management is hardly recognizable, for the system development and application are insufficient, so it's difficult at this point to find performance and cause of problems. Also, it's difficult to provide relevant information in improving performances through bench marking superb construction project. Therefore, inefficient problems rise because the project manager has to depend fully on its experience and make strategic decisions, when setting a management strategy. Also, there is a problem where the factor of success on the project is consolidated, not considered to the improvements followed by the operator's work, and it's difficult to apply those factors of success as performance management factors. This research classifies and applies the improvements made by the operator's work, in order to apply factors of success on the construction project, as performance management factors. In addition, in order to predict the results reflecting the project characteristic of performance management factor un-improvable by the operator in the initial stage of construction, the effect of project characteristic to the performance was drawn by performance difficulty. Also, in order to improve the predicted performance, researches on setting valid best practices according to the performance territory through a correlation analysis between the best practices improvable through the operator's work, and the performance was made. By this, we've figured the problems of the predictable performance territory, by predicting the performances reflecting project characteristic in the initial stage of construction, and we were able to provide best practices investigating the correlation analysis, as the information of bench marking when establishing the project management strategy to confront any problems. Therefore, it will be possible to establish an effective performance management strategy by setting construction management methods for improving performances, according to project characteristics.
