초록/요약
최근 근거리 물류수단의 핵심 역할을 하고 있는 이륜자동차를 이용한 택배업의 증가, 저가 수입 이륜자동차의 증가와 경제발전에 따른 250㏄ 이상의 레저용 고가 대배기량 이륜자동차의 등장, 그리고 친환경자동차의 일환인 전기스쿠터의 등장 등 이륜자동차의 시장 및 운행환경이 급격히 변화함에 따라 이륜자동차를 자동차에 준하여 관리하여야 할 필요성 대두되었다. 이에 본 연구는 국내와 외국의 이륜자동차 생산 및 등록현황, 분류기준, 관리제도 등을 비교․분석하고, 우리나라 이륜자동차 인증제도, 등록(사용신고)제도, 정의 및 분류에 대한 문제점을 제기하고, 정부의 이륜자동차 민원행정 종합정보시스템을 이용하여 국내 이륜자동차 제작자 등록현황, 전기이륜자동차 제원통보 현황 등을 분석하여 국내 이륜자동차 환경이 반영된 이륜자동차 관리제도 선진화를 위하여 첫째 인증제도, 둘째 등록(사용신고)제도, 마지막으로 자동차관리법과 도로교통법의 이륜자동차 정의와 분류에 대한 개선 방안을 도출하였다.

Recently, it is necessary to control a motorcycle like a vehicle because the motorcycle market and the operating environment are changing rapidly. Namely, a home delivery service by motorcycle and the low-quality imported motorcycle also have increased. In addition the environment-friendly electric scooter and the expensive motorcycle more than 250㏄ for the leisure purpose have appeared according to economic growth. This study compares and analyzes between the domestic and foreign motorcycle management system, production, registration and classification. Also, this study describes Korean motorcycle certification, registration, definition and classification problem, and analyzes the present state of registration of domestic motorcycle makers (including electric motorcycle) by using the MTIS(Motocycle Total Information System) for advancement of motorcycle management system, certification system, registration system, definition and classification of motorcycle.
