초록/요약
국민들의 생명과 재산을 지키는 소방행정 서비스 강화는 매우 긴요하고 국민적인 관심사임에 틀림없다. 따라서 소방행정 서비스 수준을 높이기 위해서는 소방인력 보강과 함께 소방공무원에 대한 처우 개선도 시급한 것이 사실이다. 그러나 한정된 재원 형편상 인건비를 지속적으로 증액하는 것은 한계가 있으므로 현행 소방조직에 대한 냉정한 진단을 통하여 작지만 강하고 효율적인 조직체계를 구축 하는 것이 필요하며 본 연구를 시작한 목적이기도 하다. 본 연구는 2003년부터 2006년 말까지의 경기도 전체 소방기관을 대상으로 소방조직과 재정운용 실태를 분석하고, 분석 결과를 토대로 경기도 소방조직의 효율화 방안을 제시하였으며 주요 내용은 다음과 같다. 먼저 제2장에서는 우리나라의 소방조직의 변천과 발전과정, 광역소방 및 기초소방 행정체제를 비교하면서 소방공무원의 적정인원을 분석하는 등 우리나라 소방조직의 특징과 의미를 살펴보았다. 그리고 제3장에서는 소방 선진국인 일본과 미국의 소방조직 체계와 특성, 그리고 소방재원 확보 현황을 분석하고, 우리나라의 소방제도와 비교하여 정책 시사점 을 도출하였다. 제4장에서는 본 연구의 기본골격이라 할 수 있는 경기도 소방조직과 인력현황, 화재 발생 및 구조·구급 등 소방행정 수요증가 추세, 그리고 소방재정의 현황과 재정 압박요인 등 경기도의 소방현황과 과제를 진단, 분석하였다. 제5장에서는 제4장에서 진단 분석한 문제점과 과제들을 대상으로 법령 개정과 제도 개선 등의 방안을 제시하면서 경기도 자체로 해결이 가능한 단기 과제와 중앙정부와 국회 등의 동의가 필요한 장기과제로 구분하여 제시하였다. 단기과제로는 경기도가 경기도의회의 동의를 얻어 처리 할 수 있는 1市2소방서의 1개서로의 통합과 중첩된 행정지원인력의 현장배치, 119 안전센터장 등 일선 소방지휘관의 직급 상향조정과 현장의 하위직 정원 분포비율의 상향조정을 제안하였다. 장기 과제로는 경기남부와 경기북부로 분리 운영되고 있는 소방본부와 제2소방본부의 통합방안, 소방본부장과 소방학교장 등 국가적 소방지휘관의 지방직화, 또는 도지사의 임용제청권 부여, 일선 소방서장의 복수직급제 도입방안 등을 제안하였다.

Enhancement of fire-fighting service must be very important and national concern. So it is clear that supplement of the fire-fighter and improvement of their labor conditions should be performed to promote its service. However, since labor costs are limited by restricted budget, small but efficient organization should be established through accurate analysis about existing fire-fighting service, which is the purpose of this study. This study analyzes fire-fighting organization and its budget operation based on entire organization in Kyunggi province and then its improving method is suggested ,whose content is the below First of all, In 2 chapter, the feature and definition of our national fire-fighting organization like analysis of fire-fighter's optimum number is explained, comparing with its history and executive system. And In 3 chapter, its system and feature of Japan and USA, its advanced country, and its budget is analyzed and politic solution is deducted, comparing with our national one. In 4 chapter, situations of fire-fighting and tasks such as its organization, labor capacity, fire broken, rescue, increasing trend of its demands is diagnosed and analyzed. In 5 chapter, the solutions such as revising related law and system are suggested, which also is separated into a short period plan that can be performed by Kyunggi provincial government and a long period one that can be performed by an agreement of the National government and Assembly ,based on the problems and tasks diagnosed and analyzed in 4 chapter. In the short period plan, integrating from a couple of stations to one in a district, placing reiterated officers on fields, appointing its commender's class as upward level and increasing field officer's proportion are suggested. In the long period one, integrating fire departments separated in the 1st in south district and the 2nd in north district, national fire-fighter commender like its chief officer and principal or giving appointment right to governor and inducting plural class system of station chief are suggested.
