초록/요약
현재, 그리고 다가오는 미래의 정보화 / 과학화 전장환경은 고도의 정보화 기술이 첨단 과학기술에 의한 무기체계와 접목되어 복잡한 양상을 나타낼 것이다. 특히나 전장의 네트워크화는 실시간 전장상황의 공유가 이루어지고, 자료를 신속하게 수집, 처리, 저장, 분배, 관리할 수 있도록 해 줄 것이다. 그러나 정보통신에 대한 의존도가 증가됨에 따라 정보통신 수단을 이용한 정보시스템의 불법침입, 파괴, 컴퓨터 범죄, 해킹, 컴퓨터 바이러스 등과 같은 정보화 역기능은 개인의 프라이버시, 경제적 안정 및 국가의 안전에 대한 새로운 위협을 가중시키고 있으며, 어느 하나의 정보시스템의 마비는 다른 정보시스템에도 커다란 영향을 미치게 되어 있다. 따라서 상호의존성이 높은 정보시스템을 다양한 위협으로부터 보호하기 위한 정보보호체계 구축이 요구되고 있다. 현재 국방부 및 각 군은 환경 변화 및 사이버전과 같은 새로운 위협에 효율적으로 대응하기 위한 정보보호체계의 필요성 및 중요성을 인식하고, 이를 위한 노력을 추진중에 있으나 아직 성과는 미비한 상태에 있다. 보다 안전하고 효율적인 정보전 대응체계를 구축하기 위해서는 선행되어야 할 여러 과제들이 상존하고 있다. 본 논문에서는 이를 위해 크게 두 가지 분야에 대해 방안을 제시하고자 한다. 첫째는 국방정보보호발전계획을 기반으로 한 추진과제별 세부 시행과제 도출이며, 둘째는 정보전 수행을 위한 공격/방어 가상시나리오 및 국방 정보보증체계 구축을 위한 구성요소별 요구사항 제시이다. 국방정보보증 및 정보전 대응체계 구축은 새로운 위협으로 대두되고 있는 사이버테러 및 미래전 양상 고려시 선택이 아닌 국가 생존전략이다. 따라서 국방정보보증 및 정보전 대응체계 구축은 중요성 인식뿐만 아니라 많은 노력과 투자가 요구되며, 체계적 구축을 위한 다각적인 노력이 요구된다.

The information and science oriented battlefield environments of the present and the upcoming future will bring about a complex phase, which will be interwined with weaponry developed on the basis of the state-of-the-art technology and high degrees of information technology. One noteworthy fact is that the network linkage of the various battlefields will enable a real-time sharing of battlefield situations and will also give way to the rapid collection, processing, archiving, distribution and management of information materials and contents. Nonetheless, as the dependency on information technology increases by the day, counter-functionalities to the information communications such as illegal intrusions, destructions to information frameworks, computer crimes, network hacking and releasing of computer viruses are becoming a new form of threat to the individual privacy, economical stability and security of own’s nation state. Functional paralysis of one particular information system is therefore, bound to affect other information systems greatly. Therefore, there is sincere and dire need for the establishment of an information protection system that will safe-guard the aforementioned information systems - which are highly interoperable with each other - from various growing threats. As a current, the Ministry of National Defense and each of the armies have recognized the need and importance of an information protection system that will provide effective responses to he newly evolving environments and recent threats such as cyber operations. However, actual achievements are extremely minimal. Some tasks which still remain unresolved. ought to be surmounted before the establishment of a much safer and effective information operations response system. On first note, on the basis of the National Defense Protection Development Plan, specific executive tasks subordinate to the large scaled projects should be identified. Secondly, requirement needs for each of scenarios and national defense information assurance systems - ultimately for the purpose of conducting information operations must be submitted. When considering the new threats such as cyber-terrorism and the trends of the future warfare, the establishment of the national defense information assurance and information operations response system, is a national-prerequisite for its survival in the modern day warfare and not a choice. Therefore, in order to build up a systematic national defense information assurance and information operations response system, multi-dimensional efforts and large-scaled investments are require, on top of the different agency’s recognition of the importance of the above mentioned information systems.
