SUSTAINABLE PETROLEUM PRODUCTION IN THE ALBERTINE AREA-UGANDA.

There is a great opportunity to achieve an inclusive energy transition and planned sustainability in the carbon neutrality era using revenues from petroleum production in LDCs. Sustainability in view of petroleum sector means exploration and production operations integrated with high GHG performance to abate carbon footprint, land surface impact and get local community acceptability. For Uganda’s case, petroleum production means enhanced energy access, cut emissions from imported oil products, diversified livelihoods, reduced dependence on biomass and accrued revenue to support climate smart investments in infrastructure and technology; key indicators of green growth economy. Hence, this study examined Uganda’s chance to attain sustainable petroleum production in the Albertine area through; examining how policy, legal and regulatory frameworks; involvement of local capacity in petroleum operations; and compliance with QHSSE regulations enhances sustainable petroleum production and spur economic and environmental benefits. This study is exploratory by design with both quantitative and qualitative approaches for data collection and SPSSvr26 for analysis. The survey results show that all three factors; policy, legal and regulatory frameworks; involvement of local capacity in petroleum operations; and compliance with QHSSE regulations had a significant positive correlation with sustainable petroleum production. Production with no un necessary GHG emissions is possible which may boost economic and environmental benefits. The study concluded that adherence to human rights protection, ensuring solid accountability and transparency, and closely monitoring and reporting potential threats to biodiversity will enhance the sustainability of petroleum operations in the Albertine areas. The study suggested that Uganda and other petroleum producing countries strengthen all the three factors in order to utilize their resources to effectively address current challenges around energy security, socioenvironmental rights’ violations and climate change.
