비모수적 다차원 자료 분석을 통한 포용적 대중교통 시스템 평가
Inclusive Public Transport System Evaluation using Nonparametric Multidimensional Data Analysis
초록/요약
최근 ‘누구도 소외되지 않음’을 핵심 가치로 추구하고 있는 포용적 성장의 논의가 활발한 현재 시점에서 대중교통 시스템의 사회적 포용성을 정의하고, 이를 평가하기 위한 방법론을 구축하였다. 특히, 기존의 관련 연구가 사회·경제 활동의 포용성 측정과 평가를 중점적으로 다룬데 비하여 본 연구에서는 사회·경제 활동의 전제조건인 이동권에 대한 포용성을 측정하고 평가하는 데 중점을 두었다. 또한, 전통적인 대중교통 시스템의 서비스 평가가 상대적인 서비스수준의 차이를 평가하는 데 그쳤으나, 본 연구에서는 사회적 포용성 관점에서 이용자가 최소한으로 제공받아야 할 서비스 수준을 제시하였다. 이를 위해 본 연구에서는 포용적 성장 및 대중교통 시스템 평가와 관련된 연구들을 상세히 검토하여 대중교통 시스템의 사회적 포용성을 정의하였다. 또한, 대중교통 시스템의 사회적 포용성을 대표할 수 있는 평가항목과 측정지표를 개발하고, 대중교통 시스템의 사회적 포용성 평가방법론을 구축하였다. 대중교통 시스템의 포용성 평가방법론을 전국 162개 시·군 지역에 적용하여 각 지역별 대중교통의 포용성을 평가하였고, 이를 기초로 사회적 포용성을 고려한 대중교통 시스템의 정책 방향을 제시하였다. 평가결과, 인구밀도가 높은 수도권 지역 및 지방 광역시가 타 지역에 비해 대중교통 시스템의 사회적 포용성이 우수한 것으로 나타났고, 산지 지형이 많고 인구밀도가 낮은 강원도와 경상북도 지역의 대중교통 포용성이 열악한 것으로 평가되었다. 이는 대부분 지역의 대중교통 시스템이 수익 극대화를 목표로 하는 민영제로 운영되고 있어 인구밀도가 높은 지역에 편중된 서비스를 제공하기 때문이다. 본 연구에서 제시한 대중교통 시스템의 사회적 포용성 평가방법론을 통해 포용적 성장을 위한 대중교통 시스템의 정책 방향을 제시하고, 서민과 사회·경제적 약자의 기본적 교통권을 보장하는 데 일조할 수 있을 것으로 기대된다.

Recently, the importance of inclusive growth that emphasizes 'no one left behind' as core value has been becoming more important. In this context, this study defines the social inclusion of public transportation system and proposes a systematic methodology to evaluate it. In particular, this study focuses on measuring and evaluating the inclusiveness of the mobility rights, which is a precondition of social and economic activities, while the previous studies focus simply on measuring and evaluating the inclusiveness of society and economy. In addition, their evaluations of the service of traditional public transport systems were limited to measure relative differences in the level of user service. However, in this study, the level of service provided to public transport users is considered and evaluated from the viewpoint of social inclusion. More specifically, this study defines the level of social inclusion in terms of public transportation system based on a comprehensive review of inclusive growth and public transportation system evaluation. In addition, This study develops evaluation categories and measurement indicators which can be used to represent the social inclusion of public transportation system and proposes a methodology to evaluate the level of social inclusion in terms of public transportation services. In this study, the social inclusion of public transportation system was evaluated for 162 cities and counties in Korea, based on which the policy direction of public transportation system was suggested in consideration of social inclusion. The analysis results show that the social inclusion of public transportation system is far better in metropolitan areas with high population density than rural area with low population density. This is because most of local public transportation systems are privately owned and operated with the aim of maximizing profits, which results in concentrating public transport services in highly populated areas. The social inclusion evaluation methodology of public transportation systems proposed in this study is expected to provide a policy direction of public transportation systems for inclusive growth and will help to secure basic mobility rights for ordinary people and the underprivileged.
