초록/요약
조직이나 기업은 각기의 경영목표를 달성하고, 경영성과를 높이기 위해 품질, 환경, 안전보건 등 여러 분야에서 각각 독립적인 시스템을 구축, 운영하는 경우가 있다. 그러나, 이들을 독립적으로 운영할 경우에는, 분야별 전문성을 활용할 수 있는장점이 있으나 분야 간 유사한 업무의 중복에 따른 불필요한 비용발생, 시행부서의 혼란 등의 문제점이 있다. 또한, 조직이나 기업의 시스템 운영상태를 평가하는 데에 있어 ISO 9001, ISO 14001, OHSAS 18001 등의 인증심사시에 적용하는 정성적 평가의 경우, 요구사항에 대한 적합여부 판정의 용이성은 있으나 시스템 운영상태의 수준을 객관적으로 나타내기에는 어려운 점등의 문제점도 발생된다. 본 연구에서는, 2개 이상의 경영시스템을 운영하는 조직에 대하여 위와 같은 문제점을 해결하기 위한 통합경영시스템과 정량적 평가방식 즉, 정량적 통합관리 모형(Quantitative Integrated Management Model; QIM Model)을 연구하였다. 효과적인 ‘통합경영시스템’의 구축을 위해서 기존의 품질, 환경, 안전보건 분야별 시스템(ISO 9001, ISO 14001, OHSAS 18001) 간의 연계, 조정 및 통합과 함께 세계 각국의 조직체로부터 우수성을 인정받고 있는 글로벌 경영평가모델들인 MBNQA, EFQM 등과도 연계, 조정 및 통합하여 ‘통합경영시스템의 모형’을 도출하였다.’ 또한, 기존의 정성적, 정량적인 평가모형과의 비교?분석을 통하여 통합경영시스템의 효과성과 효율성 및 수준을 평가할 수 있는 ‘정량적 평가모형’을 도출하였다. 이를 위하여 평가에 필요한 평가 범주, 전체 평가항목 및 세부항목의 구성, 평가 및 배점기준(평가기준, 평가방법, 체크시트의 작성, 채점방법) 등을 구체적으로 정하였으며, 또한 평가시스템 운영의 수준을 판단하기 위하여 등급별 평가방법을 제안하였다. 한편, 본 연구에서 제시한 통합경영시스템의 모형과 정량적 평가 모형이 실제로 조직에 적용되었을 때, 그 타당성 및 효과를 검증하기 위하여 위 3개 분야 중 단일시스템에 대한 인증을 획득한 4개 회사와 2개 이상의 시스템에 대한 인증을 획득한 8개 회사들을 대상으로 조사, 분석을 실시하였다. 설문조사의 결과를 통계적으로 분석하여 확인한 결과, 본 연구에서 제안한 통합경영시스템 모형과 정량적 평가 모형이 실제로 적정하게 활용될 수 있음이 입증되었다.

Many organizations and companies establish and operate the management systems relating to quality, environment and health & safety area independently to meet their objectives and to increase their performance results. There will be some merits of operating the system independently, on the other hand there will be demerits also, such as loss of money and time caused by overlapped similar kind of works. In qualitative evaluation of the operational situations of organization's system, there are some strengths in making a decisions definitely on conformities and nonconformities with the requirements of management systems such as ISO 9001, ISO 14001, OHSAS 18001, but there are some problems in qualitative evaluation of the level of status on operating the management systems. In this research, 'The Quantitative Integrated Management Model' which is composed of the integrated management system and the quantitative assessment criteria have been studied to get rid of these problems in the organizations which have more than two management systems. For establishing of the effective integrated management system, not only the linkages, coordinations and integrations of ISO 9001, ISO 14001, OHSAS 18001 have been carried out, but also the linkages, coordinations and integrations of the global assessment models recognized as excellent models all over the world, such as MBNQA and EFQM etc. have been carried out. And as a result of it, 'The Integrated Management System Model' has been suggested. And 'The Quantitative Assessment Model' which can be used to evaluate the effectiveness, the efficiency and the level of the integrated management system through the comparison and analysis of existing qualitative assessment model as well as quantitative assessment model has been suggested. For implementing the Quantitative Assessment Model, the assessment categories, all of the assessment items and detailed items, scoring criteria and assessment method have been established and the assessment check list has been developed. And for the evaluation of the operational situations of organization's system, the assessment grade rating criteria and diagram have been established and expressed visibly. For validation and confirming effectiveness of 'The Integrated Management System Model' and 'The Quantitative Assessment Model', 4 organizations which had one certificate and 8 organizations which had more than one certificate among ISO 9001, ISO 14001, OHSAS 18001 have been selected and the survey has been carried out. As a result of the statistical analysis of the survey, it has been validated that 'The Integrated Management System Model' and 'The Quantitative Assessment Model' suggested in this research are suitably available.
