초록/요약
21세기 지식기반사회가 우리 실생활과 밀접한 연관을 맺기 시작함과 동시에 사이버공간에서의 위협도 함께 급증하고 있다. 이러한 위협은 개인이나 단체에 대한 단순공격에서 벗어나 이제는 국가 주요기관에 대한 정보유출, 사이버공간에서의 테러행위 등으로 지능화·조직화·다양화되면서 국가 안보에 영향을 미치는 수준으로 발전하고 있다. 국제사회는 자국의 보안을 강화하기 위하여 다양한 노력을 기울이고 있다. 우리나라도 예외는 아니어서, 80년대 초반부터 국가 차원의 정보보호 및 보안관련 기술개발이 시도된 이래 2000년을 기점으로 법제화, 기관·조직 강화, 산업 활성화, 기술개발 강화 등 다각적인 노력을 하고 있다. 하지만 아직까지 개선되어야 할 사안이 적지 않아, 첨단기술개발을 위한 국가·사회적 환경의 조성, 기술개발 체계의 개선과 기술개발 주제의 다변화 등을 위한 발전적인 논의가 절대적으로 필요하다. 본 연구에서는 국내·외의 국가적 정보보안 기술개발 전략을 분석하여 향후 우리나라의 정보보안 기술 연구개발을 향상시키기 위한 발전 모델을 제시하고자 한다. 이를 위하여 주요 선진국의 발전 모델을 살펴보고 특히, 미국의 국가적 기술개발 체계, 정책, 법제 및 주제를 분석한다. 이를 기반으로 우리나라에서 추진할 국가 주도의 기술개발 기본 모델을 제안하고, 국가적 체계, 전략·정책, 법제, 주제, 그리고 예산 측면에서의 개선방안을 제시한다.

As the knowledge-based society in the 21st century becomes closely related to our real life, the threat on cyber space is also rapidly increasing. Such a threat, beyond a threat to an individual or an organization, now targets information outflow from national agencies and appears as a form of cyber terror. Further, it might be considered as one of the national security problems because of its natures are more and more intellectual, systematic, and diverse. The international society facing such threats is making various efforts for reinforcing security, nationally. Our country also has been making efforts variously by enacting the law, reinforcing the organization, activating the industry, and strengthen the development of technologies. It is currently believed that it is necessary to discuss on the furtherance of national and social environment for developing the advanced technologies, the improvement of system for technology development, and the diversification of research topics. In this thesis, we focus on the direction to enhance the national technology research and development, based on the analysis of the state of the art. We first analyze profoundly the systems, policies, acts, and topics for cyber security R&D of the United States of America, as a case study including the general approaches for that of the advanced countries. We propose the fundamental nation-wide R&D model, as well as the considerations on the national system, policy and strategy, law, subject, and budget.
