팔당상수원의 효율적인 관리방안 연구

수도권 2천3백만 주민의 식수원인 팔당상수원의 수질보호를 위해 정부에서는 다양한 보전정책을 시행하고 있지만 보다 효율적인 관리를 위해서는 개선해야 할 점들이 많이 있다. 본 연구에서는 팔당상수원의 오염원 등 현황과 정부의 정책들을 비교 분석하고 그 문제점과 개선방안을 고찰하여, 팔당상수원을 보다 효율적으로 관리할 수 있는 개선방안을 검토?제시하는 것을 목적으로 연구를 수행하여 개선방안을 다음과 같이 제시하고자 한다. 첫째, 한강수계관리위원회 사무국에 각 시도의 공무원을 참여시키고 팔당호수질정책협의회를 각 광역시?도 의원, 전문가 및 상하류지역 NGO 관계자 등이 참여하는 협의회로 확대 개편하여 긴밀한 협력관계를 구축해 나가야 한다. 둘째, 수도권지역 주민이 팔당상수원지역의 견학 등을 통해 상수원관리의 중요성과 관심을 갖도록 다양한 프로그램을 개발하여 상하류 지역간의 이해관계를 폭넓게 확대해 나가야 한다. 셋째, 경안천의 자정능력 향상을 위하여 전문적이고 정확한 연구를 전제로 팔당호의 원수를 상류지역으로 이송 흘러 보내는 방안을 제안한다. 넷째, 규제 일변도 정책에서 탈피 훼손된 지역이나 보전가치가 높은 지역에 생태공원, 생태학습장의 조성 및 무공해 첨단시설을 허용하여 지역경제를 활성화하도록 하고, 현재 적용하고 있는 수도법 및 팔당특별종합대책 고시 규정을 「한강수계상수원수질개선및주민지원등에관한법률」에 포함하여 보완?개정하는 방안을 제안한다. 다섯째, 오염총량관리에 대하여 중앙정부차원에서 오염원의 효과적인 관리가 필요한 지역을 선정하고, 점차 의무시행으로 전환하되 현재의 행정구역 단위가 아닌 유역별 시행을 검토할 것을 제안한다. 여섯째, 한강유역환경청을 수질보전사업 등 정책을 주도해 나가는 기관으로 개편하고 한강수계 감시업무의 일원화, 수계관리위원회 사무국을 시?도가 참여하는 체제로 전환, 환경기초시설의 통합관리 검토를 제안한다. 일곱째, 과학적인 연구를 통하여 규제지역의 합리적인 조정을 제안한다. 여덟째, 한강수계 관리기금의 효율적인 운용을 위해 다음 사항을 제안한다. 개별적인 지원을 줄이고 지자체에서 자율적으로 장기적이고 실질적인 사업을 시행할 수 있도록 제도 보완 환경기초시설 설치 및 운영비에 대한 전액 지원 실질적으로 효과를 거두도록 토지 강제 매수제로 전환 민간단체 지원은 수계관리위원회 주관으로 실효성 있는 사업을 위주로 지원 환경친화적 청정산업을 주민지원사업으로 일원화 마지막으로 자문위원회 위원장을 수계관리위원회 위원으로 추가 선임하여 민간부문의 의견을 적극적으로 반영될 수 있도록 보완하여야 한다.

The government has been carrying out various preservation policies in order to protect water quality of Paldang reservoir, the source of drinking water for 23mallion people living in metropolitan area, however, there are many aspects to be improved for more effective management. This study analyzed pollutants and current condition of the reservoir and examined the problems and solutions to suggest solutions for effective management. The suggested solutions are as followed. Firstly, civil servants from each city and district should participate in the business of the Han River Water Quality Management Committee, and Paldang Water Quality Policy Counsel should be extended so that members from each metropolitan city and provincial assembly, experts, and upper and downstream region NGO officials make participate to establish close relationship for cooperation. Secondly, various programs should be developed for the residents of metropolitan area to recognize the importance of the reservoir, having more interest in protecting it through field trip to Paldang reservoir, and establishment better understanding between upper and downstream areas. Thirdly, in order to improve self purifying ability of Kyungan river, specified and clear methods of research should be initiated to flow water of Paldang to upper stream area. Fourthly, local economy should be vitalized by creating ecological parks and learning fields in areas outcast from regulation-oriented policy or damaged but worth a preservation value, and permitting pollution-free cutting-edge facilities. And current regulation of city law and Paldang special countermeasure should be supplemented, and revised including「Law on improvement of Han river water quality and support of residents」. Fifthly, regarding the general pollution management, areas for effective pollutant management A region should be selected, and later the management should be converted to mandatory but it can be done by areas, instead of current districts. Sixthly, reorganizing Ministry of Environment of Han river as an organization that leads water quality preservation and policies is suggested, and also unification of inspection on Han river water quality, and conversion of the system of water quality management committee to that with participations from cities and districts, and unified management of basic facilities which environment are suggested. Seventhly, logical adjustment within regulated area is suggested through scientific research. Eighth, the followings are suggested for effective financial management for Han river water quality. ·Reduce individual support and supplement system to operate independent, long-term, and practical business. ·Full financial support for building basic environmental facilities and their management ·Convert forcing purchase system for land to create practical results ·Civil groups support business that has more realistic possibilities led by water quality management committee. ·Unify environment friendly purification as civil support business. Lastly, chairman of the advisory committee should be assigned as a member of water quality management committee as well, to reflect civil views actively.
